The work cycle of Umrah sector consists of two parts


Part One: Through electronic systems related to the general administration of the affairs of licensees and external agents
The work is carried out in this part of the beginning of the Hijri year (before the beginning of the Umrah period), ie, from the month of Muharram, where the Ministry ensures that the licensees fulfill all the requirements through the data and reports from the electronic systems related to Umrah systems.

  • Ensure that there is nothing to prevent the activation of the licensee at the Ministry, the passports and the National Information Center at the Ministry of Interior.
  • Payment of any amounts owed by the Licensee to any other party.
  • Completion of the licensee for readiness, including: Ensure the administrative cadres and provide certificates of social insurance, the readiness of its three sites in Makkah and Medina and the province of Dada, and provide all the mechanisms and equipment required.
  • Provide the service packages that the licensee will use in applying for visas for the pilgrims to the competent authority in the ministry to complete the procedures for their adoption.
  • Presentation of the first part of the operational plan for the period (zero _ Jamad II), and adoption by the ministry.
  • Presentation of the second part of the operational plan for the period (Rajab _ Shaaban) and its adoption by the Ministry.
  • Build or modify any controls approved by the competent authorities to work and implement them during the Umrah period, such as the proportions and numbers of defaults, the ceiling of the productive capacity of the embassies.
  • Submit the contracts of the external agents after fulfilling all their requirements (membership of IATA, approval of the contract from the Kingdom's representation in the agent's country, the existence of an account in an authorized bank, payment of bank guarantees ...).

Part 2: The electronic systems related to the general administration of the services of pilgrims
The work is done in this part after the Ministry confirmed the completion of the readiness of the licensees and the activation of their systems based on the above in the first part above, where the ministry performs the following tasks through data and reports from the electronic systems related to Umrah systems, as follows:

  • Receiving applications for Umrah visas, in light of the approved operational plan, and in light of the approved visa processing regulations.
  • Processing the data of the arrival and departure of pilgrims, and their backwardness.
  • Follow up compliance (field and electronically) with the implementation of the service packages provided by the pilgrims.
  • Monitor and follow up the services of pilgrims, and record the violations, and refer them to the competent committee (the Committee to consider complaints of pilgrims).
  • Receiving complaints from pilgrims and forwarding them to the competent committee (the committee to look into the complaints of the pilgrims) and to guide the orphans and follow up their health conditions and their transportation.
  • Investigate with licensees and their external agents, and issue penalties.
